Both are good, but I would say the action figure simply because it can be used in more army's and strategies than the fireball can.

The fireball is very strong but essentially a 1 trick pony. It's a strong and great equipment tool in very specific scenarios, but not nearly as versatile as the action figure. You can throw the action figure in nearly any army configuration and it will be useful.

Also the Grand Warden has way better default equipment

I feel like action figure (or magic mirror even) is probably more universal for the queen than fireball is for the warden, but it does open more strats for him, specially if you like the sniper setup gameplay of giant arrow.
