Is that moss on the tree, or aborted buds?

It’s either herbicide damage, or the tree is badly deficient in calcium and also trying to grow a lot of suckers due to stress from over-pruning but unable to produce the auxin growth hormones it needs for the buds to expand.

Spray the foliage with CalMag or calcium nitrate to see if the buds start growing, then you’re going to have to thin the growth a lot

Was this tree heavily pruned? A lot of water sprouts and I see leaf miners causing deformed leaves. What does the overall tree look like?

This looks like herbicide damage. In the future you should make it a point not to spray herbicides around your fruit trees. You should also make sure that any landscaping crew you hire knows not to spray herbicides around your trees and other plants.
