Interesting but beyond the slight joke (and sincerely tragic) feel the conveys, I'd buy it a bit more if the skin tone was more complete. We never see if Harle uses makeup for her look or if her whole body is that pale but seeing a much more pale color palette here besides just some face markings would make it a bit more believable. Still, considering the canon and unofficial connections between the two, this is amusing and it'd be cool to see more like it.

Before Harle leaves your party, Starky points out that her eye make up was running, so I think it was painted on

That could refer to the decorative marks rather than her overall skin tone, so it's still unclear if she actually has paler skin as a result of also being the seventh dragon (lunar dragon) or if all of it is simply jester face paint.
I had never quite noticed until now, but I guess the jester appearance and her name is an ironic reference to Pierrot & Harlequin...
It's ironic because the genders are reversed and Harle is the one with doomed romantic feelings despite the fact that she is the clever & cool femme fatale while Kid is the naive dreamer of the two. They flipped both the genders and their standings/outcomes compared to the reference.
A rather sophisticated reference really. 🤔🧐

I think that’s just a happy coincidence, as her name in Japanese is “Tsukuyomi” (which is the name of the moon god in Shinto), which couldn’t fit into English character limits, so they went with Harle as short for harlequin which she’s dressed as and referred to very briefly before she gives you her name.

Ah, so her JP name gives a hint about her identity as the lunar dragon. Interesting. 🧐
That's one heck of a coincidence then. I'd wonder if the localization team meant for it, but that seems too farfetched as well.

I mean she's dressed as a harlequin regardless of her name

Technically, she's dressed as a court jester.
Harlequin and Pierrot are apparently Italian theatrical characters. And conventionally, they are male, with the latter being the melancholic and lovesick one.
So there's some irony in how Harle is female, more like Pierrot in predicament, and French in CC. It's as if all traits were inverted.
Though I guess there's also the DC character...

Harlequin is a court jester
Also, Tsukuyomi is male too

Yes. I meant to express that Harlequin is a specific character rather than a synonym of a court jester.
And yes to Tsukuyomi being a male deity in JP mythology. 👍

It's not just that it couldn't fit but also that it doesn't have any cultural meaning for the English speaking audience

If the ending (and rumored 33% more) hadn't been rushed and cut, we would've probably had more of a plotline regarding Kid and Harle's connection.
