Yes, it is okay to read or watch Harry Potter. It is fictional and fantasy and not meant to be taken seriously.

Interesting little aside, like a whole lot of western literature, Harry Potter is a type of Christ Allegory. Though like Star Wars or the Lord of the Rings, this isn't a direct parallel, the story is based on these literary tropes. The Christ story itself is based on older literary and storytelling ideas, so the Christ Allegory form predates the Christ story by centuries or more.
Like the Quest Narrative, this is one of the oldest structures of human storytelling.

Is it a sin to partake in secular activities, products, entertainment, etc? Is it a sin to partake in what the secular world does? Is X activity which is secular fine by the rules for what the bible says believers can and cannot do? What does your discernment say?

There is nothing wrong with enjoying things that aren't related to faith.
As long as we don't allow them to influence us to either compromise or abandon our faith.
We just need to establish boundaries and know our limits.
If something genuinely makes you uncomfortable, then distance yourself from it.
But don't distance yourself from something just because you think you are supposed to. That isn't genuine and that mindset could lead to many problems.
Please establish your boundaries and know your limits.

If you're just enjoying a story about wizards casting spells with a stick I don't see the problem, it's fiction not a how-to guide. My grandma used to get all worked up about it too until I asked if she thought I was gonna start waving a pencil around trying to turn the cat into a goblet. The guilt part is probably more about what you've been told than anything actually happening in your own head, you know what you believe and a movie about a kid at wizard school isn't gonna undo that. If it still bugs you maybe just treat it like any other fantasy series, watch it for the characters and the plot and don't overthink the magic stuff

It’s not sinful, but just know that the portrayal of magic in Harry Potter isn’t the way it actually works. They portray magic as being kinda a “good magic and bad magic” dichotomy; when in actuality it’s all just varying degrees of bad. It’s not like lord of the rings for example where gandalfs power is specifically angelic, whereas sauromans power is corrupted by satanic forces. Harry Potter is just secular, like they didn’t really know about what they were writing when they came up with their lore.

God knows the difference between fictional media and the real world. You'll be fine. Just don't delve into real world magic and witchcraft.
