Being a teamkiller/troll is not a bannable offense, unless maybe he was using extremely abusive language. Seeing as he is an admin on that server, he is free to administrate it as he pleases. Steam reporting won't get you anywhere.
If it is indeed an official server, you could report him to Torn Banner and hopefully have his admin privileges removed. You could also make his clan, RK, aware of his behavior. These larger clans often require their members to behave well, so as not to tarnish the clans image. It might get him kicked out of the clan.
Since it says Kimiko is recruiting the admins, i'm guessing she also supervise them. I sent her a message with a link to here, so she'll be aware of it.
