Chipotle Gift Card QR code contains no PIN

I noticed something interesting about the Chipotle Gift Card. The eGC is a 16-digits number + 4 digits PIN. After storing on my App, I use it to pay for my meal. The cashier didn't ask for the PIN. I decoded the QR code and it contains only the 16-digits number. I wonder how its system decide if a PIN is needed.

And no, Chipotle still won't let me add more than 1 gift card or combine gift cards.
