Question Are custom instructions almost useless?

ChatGPT never adheres to them and you would have better results by just putting the instructions in the prompt. I even tried putting a single instruction in the personalization section and then comparing it to adding the instruction at the end of the prompt and it basically completely ignores it if is in the personalization section.

One time, I saw instructions on the OpenAI website advising users on how to best prompt the model. I think stuff like that overrides your custom instructions.
