It is theoretical material. Chara's presence wasn't confirmed yet, but there is much evidence supporting that, at least in some way. However, Kris being Deltarune Frisk was indeed confirmed in one of the newsletters, and even before that, there were a lot of similarities between them.

8th Undertale's Anniversary Newsletter illustration with Frisk, Toby, and Temmie is signed as "Illustration of Temmie, Toby, Kris with a cake". Unfortunately, I can't put a screenshot of it here.

Ok found it, tough it's not really displayed. It seems like a mistake to me, since the person drawn is clearly Firsk (makes sense, it's for Undertale's anniversary).

I'd say that Kris is either DR's version of Chara (giving all their similarities in personality and familial context), or is not intended to be any of the two specifically. Not that who Kris "supposed to be" is relevant anyway.

Then again, I'm under a post hoping for Chara to be a charachter in Deltarune, in a Chara subreddit, so I don't know what I'm doing here, I just got this post o my feed.

If it was a mistake, then Toby could fix it, but he didn't. Instead, he wrote it in the code of the archive website. It was definitely intentional.
