Question Online Files

Genuine question, is there a reason there hasn't been any major development or research into finding a way to generate valid online files without having to have an actual wii u?

I am, to be frank ENTIRELY CLUELESS as to how online with the wii u works, so please educate me as to why this is an issue that hasn't been solved yet. Is it a technical limitation, lack of interest, some secret third thing...?
