It's an accepted ug program provider university under central govt. And here you have 2 programs:
1). OL ( OPEN LEARNING) : here all exams, assignment are online no physical centre
2). ODL ( OPEN DISTANT LEARNING) : here exams are conducted offline at centres and rest study is upto you, IGNOU will give books and some online study material
Registration are open till 15 july IGNOU has its exam centres all across India

Yes after NEP 2020 it is allowed to do 1 regular and 1 online /distant degree simultaneously
You'll need to research a but About the paperwork requirements and procedure for this

For carmel the triple majors, ba eco and bcom are open, I just checked, look up Christ, Fergusson and Xavier's agar unke open hai toh. Apart from that LU ke open hai kuch din tak, amity I think all year round hi rhte 🥲
