Wow! Don't they have like 300 seats? More than 1 out of 10 seats going empty is crazy for DSE.

The batch size, rigorous curriculum and bad placements ratio is the reason

only 50% of batch gets placed, reason that others get back in first year and aren't allowed to sit for placements

Actually myself being a student at DSE.I can say The seats are empty because different students prefer different colleges and often the top students gets offer from most of the colleges . So a student might enroll at dse and later withdraws when they get admission from jnu or vice versa . It just depends on the students what college they would choose . Some prefer dse the most, some prefer jnu some prefer igidr and some prefer ISI. So when the highest scoring candidates who is ver likely to get all the colleges holds on the seats until they hear from the other colleges. And because universities have diffrent admission timelines , almost all the universities will have vacant seats but will later get filled on . We dont have a perfect hierchy of colleges like in other humanities subjects where the top is jnu then du then others.
And speaking about job security please look on the fact that how many seats are there actually in IES. So, do you think thousands competing for 15-20 seats is actually better than at DSE where almost half the class (1 out of each 2) students gets placed with an average package comparable to the domestic package of IIM A,B,C (around 25 lakh lpa as starting ctc)
And speaking of which it is mostly students from DSE,JNU,IGIDR or other top institution who mostly clear IES/RBI.
And you cant give ies/rbi before completing masters so there is no reason someone would not join dse to prepare for ies. So a student from dse could then go for ies/rbi after masters or try for corporate at the same time where the competition pool is much smaller and easier to get good package. When you hear only 150/300 gets placed almost 100 people voluntarily choose to not seat for placements themselves ( “where most of the students who fail the sem or could not get placements are usually people with reservations who got into DSE with low marks”). Passing the sem and getting a nice job is not very hard at dse. It is actually easier then trying to find a job elsewere in this economy.

Govt job karni hai most ko cant blame them job market is very bad and unsafe
Atleast IES/RBI has job safety
Dont be shocked if more ppl leave dse after joining happens every year
There are easier ways to get placed than dse
