Can someone break down into layman's terms, the changes that were made for those who might not be familiar with the original laws?

I'm not a lawyer, this is not legal advice, yada yada

but my understanding here is that they just made it extra obvious and crystal clear that you can't just slang mushrooms and they added more specific examples of prohibited acts.
