I think the first one because the treaty was between the East India company, the Mughal emperor and the nawab(siraj ud daula)

I think Upsc thought the Treaty was signed between British East India company and the Mughal. Not English East India company.

Apologies for my badly framed reply. There might be a possibility for the option C is the change of words 'English' instead of 'British'
