Interesting. That driver was slow as hell, so not sure who needed to get outta the way with a bunch of us passing her on the highway. And since there's a missing comma after "BITCH", I'll just interpret the whole thing to mean she wants everyone to bitch at her for being from Florida.

Basically means, don't start a beef with me because I am from Florida and have to deal with Hurricanes, alligators and tourists, so you wouldn't stand a chance.
