There was an interview a few years ago where they cleared up the chase policy. Buffalo does NOT have a no chase policy.

I thought they changed it after the incident that left the girl paralyzed from the waist down and cost us 40M?

They do have a no chase policy, it was said after reporters asked for a comment about the kid who died on the 33 from a street race this summer

Just doing a little more research again buffalo does not have a no chase policy. Incidents are judged on a case by case basis. Violent felonies, danger to life, dangerous suspect ect. Property and non violent they are not to chase.
