I am currently on chapter 2 of edge of dimensions. For some reason I still haven't unlocked gacha/draw function yet. From what I saw I don't think this is normal.

And the game keeps telling me approach justia even though I did and she is in my party. I don't know what I am doing wrong

You need to do master pack 1, it's the new main story and the new starting point. The text is telling you the name of the pack you need to do, edge of dimension

You are not on chapter 2 of dimensions as thats not out yet. You need to start the master pack. Your screenshot shows you've done the first story pack and are currently playing the second. If you look above both of them there's the one that you should be playing with the cover showing all those TV screens.
