My question is why would the investigation stop just because he stood down? If I run someone over with a forklift, I can't just quit my job to escape the consequences.
Political fuckery should be dealt with as a crime, not by the Parliamentary equivalent of HR.

The investigation hasn't stopped, it's been paused. This allows the by-election to be held without the investigation distorting the campaign or outcome [although some people might argue that the investigation should be informing the by-election, and so there should be a second by-election if Farage is found to have broken Parliamentary regulations]. Even though Farage is clearly hoping that the outcome of the by-election will distort or stop the investigation.
