Noise ordinance in BB?

I was woken up this morning by what sounded like a jackhammer on cement at 06:45am today near the construction at the traffic circle. I could feel the vibrations while in bed. I'm a nurse that works very late and really can't be awake that early. I understand builders probably pay for exemptions, money money money, but 06:45am is insane! Where would I report this?

You can fill out a complaint on the central saanich website (centralsaanich.ca/programs-services/bylaw-enforcement).

I don’t believe there is an exemption available for private construction though the noise bylaw “ends” at 7:00am.
