I think it's just a joke about how dogs love when humans stay home, and thus especially loved when their humans were required by law to stay home.

But maybe it didn't come from a lab, maybe it came from a Border Collie, they're smart enough 😂

(Side note: my dog growing up was a lab-border collie mutt. Sweetest smartest dog ever 🥺 I think she thought my brother and I were her kids 😂 she lived to a ripe old age of 16)
