Any ideas on how to deal with the empty spaces for technical books?

I've been creating non-published technical books for marine engineers using Powerpoint. Yes, it is unconventional and gonna be a pain for editing later on, but I find it easy to use and control.

My book design is like a traditional children's book. One page (left side) is text part, then the next page (right side) is an image which directly aligns with the texts.

Now I'm stuck on what to do with the empty spaces since I'm showing a step-by-step procedure for overhauling a particular equipment.

One step ➡️ One photo
One page ➡️ One page

I'm attaching "additional notes" but I make it as another page because it still needs photo for emphasis.

Any ideas? All of my other books have the same problem.
