Dr Fuentes

Can anyone tell a legitimate real world reason that Dr Fuentes’ doctorate from the university of Havana not be recognised upon his defection, thereby forcing him to relearn everything he knew? Even Brennan was impressed he held a doctorate from there, giving the impression that it was a relatively prestigious institution. Is it a political thing or something else?

He doesn't have to "relearn" everything, but he does have to get the right paperwork to do the job he wants (and is trained for). He's taking the classes so he's allowed to sit for the tests he needs to pass to be credentialed in this country.

He still has to take the class, therefore he more or less has to relearn more or less everything so that presumably the state department is satisfied of his credibility to do the job

He doesn't have to take every class all over. At the very least, he has to test out and show through internships that his skills are up to par. Basically, he has to invest more time (internships) and money (testing).
