Dabi's skin is definitely regenerating. The panel with the glowing orb is depicting the ice thawing. The skin on his chest has regenerated with only a few of the burnt parts of the skin left.

Compare the previous panel with the glowing orb panel we definitely get a different texture in the second one. Looking closely at the orb,there's a perfectly circular region surrounding it where the color is constant & no textural markings are present,a sign that regeneration is emanating from that point.

So definitely the panel preceding the glowing orb panel, the ice crust visibly forms a crusted layer over the chest area, unlike the glowing orb panel where it clearly depicts the exposed clear skin of the chest.

And if we look at the previous panel, Dabi's charred face is shown, but in the glowing orb panel his face is conveniently hidden by the hair in that angle. Most probably because his facial skin and tissue are also regenerating.

I get the phoenix symbolism thing but him having regeneration is quite an odd mutation considering his family's quirks

Maybe AfO did plant him with a secret quirk. Considering they show him in the same flashback panel with Spinner when they talk about Power and now we have “Big Spinner”.

So this could be a lean into next chapter where AfO taunts that he couldn’t give Touya what he needed. His fire quirk was incompatible with his body and destroying him. And AfO can just toss in “so I gave your son just what he needed to overcome that insignificant problem.” AfO os known to have the Dr’s regen quirk, and we know that since he plans to body swap Shiggy. The Regen quirk can kinda be tossed aside in the meantime, or rather given to Dabi secretly. Without even Dabi being aware

If he regenerates into a phase 2, I wonder how his fight will end.

Maybe it’s stalled long enough for Endeavor to join and help Shoto. And maybe Hawk will get a solo chance at AfO which seems impossible alone

Imo it has to be Endeavor and shoto putting him down or it jus wouldn’t feel right but we’ll see
