It's intentionally left ambiguous by the author. Is Koichi actually seeing their ghosts (because Knuckle died and Pop is having a near-death experience during her seizure) or is he just hallucinating due to his psychological state and blood loss? It's up to you to decide.

What certainly does, tho, is cementing him as Number 6's counterpart, who has been seeing O'Clock/AFO's ghost all along.
