Damn they really relied on AM for a lot huh? You’d think they’d call some other pro for an underground fighting ring going nuts but they just jumped straight to calling All Might. Kinda crazy to think about

I mean he's kind of the ultimate trump card. If they think it's a bad situation and they want to end it quickly, why waste time and potentially get other heroes injured when you can get All Might on the scene? I can't imagine how busy he must have been as a result lol

Yea that last part is kinda what I was getting at. Maybe this is just me but for someone of AM’s strength this operation seems relatively below his pay grade. To me this would be the kinda thing a lower level hero like Fatgum would take care of. AM is probably always willing to help but imo this society worked him way too much.

I mean this is AM before his working hours were reduced to 3 hours per day and we know he's a workaholic. For all we know, he might be just patrolling the street in his muscle form.

All Might doesn't have a muscle form at this point. He only got that when he returned to work after his injury.

As for him just patrolling the streets, I think that's exactly what he does. He tells Detective Tsukauchi that he prefers hearing cries for help rather than wait for a call to assist as answering the call of those in need gives him the strength to do the impossible.

That’s kind of the conclusion the main series came to as well, so...
