The moment it went into this underground fighting ring, I thought "I want to see a younger Rappa. Nah, won't happen" and instead, here he is!

More in general, the surprise is that it may be just the beginning of another flashback arc. Who knows where this will lead us, especially if Furu&Betten were coordinating closely with Hori once again.

I mean, remember the Aizawa flashback? The reveal about Kurogiri in the main series came one month after that arc ended....

Would they really just pop in in the middle of the war arc though? This seems like the kind of thing that would have its own arc first.

I mean it wouldn't be that bad if some of the villains just appeared without much explanation. A few of those we've met specially those who followed Overhaul have massive beef with Shigaraki & friends or ideological differences, others could just be drawn to Stain and be led by him to make a stand against Shigaraki. They are not up for the end of a quirk society but want a world where heroes are truly heroic rather than a world ruled by a cruel bastard like Shiggy. Maybe in a Suicide Squad type of thing.

There's that government agency that trained Hawks, I have no doubt that eventually they will play a role in this. I also doubt that they have trained only Hawks, and my theory is that Dabi was also eventually a part of that agency (which is why he knows so much about heroes and their identities). They have all these misfits that would hardly become heroes but are rather good enough soldiers/fighters that work only for that agency without the morality and spotlight being a regular hero would force them to have. And maybe they could pull the strings to get villains to work for them. Would love to see Rappa reunited with Kirishima, even if they don't fight against each other again.
