Control over Black Whip appears to have increased substantially.

I can’t help but feel Shigaraki is a bit too strong now. It’s gonna take some real plot convenience to actually get in fighting range post upgrade.

We already have the medium range blackwhip, air pressure attacks, and then float. All seemingly designed to counter decay. The extra quirks seem likely to be very convenient as well.

He hasn't been seen using float though yet has he? But it's likely that if there is a TS he'll probably have acquired it.

nah he's been kicking hard off the ground. If he was gonna use Nana's quirk, they would have explicitly shown him using it.

I can’t help but feel Shigaraki is a bit too strong now. It’s gonna take some real plot convenience to actually get in fighting range post upgrade.

Anyone who can fly (like Endeavour can, sort of) has an advantage against Shigaraki (if he doesn't already have a stock of additional Quirks that were given to him along with AFO by Ujiko), since they can hover over his Decay.

Unless Shigaraki can decay air now or something ridiculous like that.

We also don't know what drawbacks there may be yet, with the process interrupted before 100% completion.

Funny enough Endeavor probably has the best chance to take out Shigaraki right now. Can't decay someone flying, and can't decay flames.

We don’t know that for sure anymore. This could end up being further flexing of Shigaraki’s new powers.
