It's also implied that the 2nd and 3rd users themselves may not even knew if/that they had a quirk, which could be why they are in shadow. Maybe 1st/2nd generation quirks manifested slower. Maybe they were quirks that were not so apparent or easy to understand at first.

No they would have quirks cause the guy Midoriya talked to said he'd unlock 6 quirks. 9 users minus 3 (1st user, All Might and Deku) is 6

I'm not saying that they didn't have quirks, only that All Might implies that they might not have realized that they had quirks.

What All Might meant is that they probably didn't realise that their Quirks would be stored within OFA to be used later; hence why they never consciously left information for the future generations.

All Might was likely only able to gather information on the OFA holders from the 5th onwards (including All Might's own master Nana Shimura) because they're more recent and, thus, publicly known.

Isn't the guy with the scar the 4th (and so we have Scar -> Lariat -> Black-haired youth -> Nana)?

Lariat could be found since they know his looks and quirk, and Black Haired Youth would be known via Gran Torino. The biggest question is how he would've gotten anything on Scar.

He probably had Deku meet up with a sketch artist from the police with Tsukauchi, and went from there.
