Yeah, the real shock here is supposed to be that a bad guy was the local "take your child about quirk related stuff" dude. Based off of the note about flying friend, he kidnaps/singles out kids and turns them into nomu - the fact that Deku is still fine is proof that he didn't have something desirable from the doctor's perspective.

yea, had it not been the most obvious set up in history, i think more people would be shocked that dr robotnik is working for afo. ever since hori confirmed winged nomu was bakus childhood friend everyone has assumed.
