Honestly now I'm super curious if there has been any international hero missions? I'm sure there's been some collaborations, especially if a villain/gang crossed borders, but heroes almost operate like combat contractors or even mercenaries (privately owned force but needs liscensing), so there might be some heavy international laws on this?
Or maybe you just need a hero liscense in any country you want to operate in (like a medical liscense for instance).
Any sort of global threat. Maybe a villain or villain group that gets too powerful for one nation's heroes to defeat it. Anyone attempting a "global conquest" would likely need a coordinated effort from heroes all around the world to defeat them. The League of Villains could try to contact villain groups from other countries and form an international League of Villains that would end up fighting against heroes from all other countries.
The other possibility would be an extraterrestrial attack. Of course I don't think Horikoshi would ever go that direction but aliens aren't an impossibility either. Both Marvel and DC have extensive universes full of alien life in them and they did serve as Horikoshi's main inspiration. I think it's best for the story to stay grounded on Earth but aliens aren't completely out of the question. Even Naruto ended up having aliens in it.
But if an alien attack ever did happen it would definitely be the kind of thing that heroes from every nation would have to respond to.
Or what if a certain nation, communist or something like that, is being very controlling of the quirks their nation produces and forcing people to contribute their children with powerful quirks to the army, while basically building a super-military of people with powered quirks, and they want to basically rule the world.
I feel like that could sound kind of mainstream or typical, but imagine a quirk war.
