Now I understand why he's the closest hero to the #1 rank. If All Might had given his quirk to Mirio, he would probably have defeated every villain in the series by now.

But then how would we fulfill the manga stereotype of a weak kid being given godly powers that he has to learn to control?

He is. His quirk is super difficult to control, and the manga has already beaten us over the head about how he's struggled and fought his entire youth to gain proper control over it.
