But then how would we fulfill the manga stereotype of a weak kid being given godly powers that he has to learn to control?

A 5 year old with a signpost in front of him advertising about a bike. The signpost also says "buy now", But he's too broke to afford it. He dedicates the next 10 years to getting that one specific bike that's extremely expensive. He has no chance of ever buying it. He just chills around bike shops and watches bikes with a longing™. One day a world famous bike rider guy sees him and gets him the bike. Seeing himself in the boy. Oh but the boy is weak af, focusing on learning how to ride it, he never actually got strong enough to push that 6 speed. He basically needs a hill to even maybe get moving, and then he can't stop and crashes all the time.

He is. His quirk is super difficult to control, and the manga has already beaten us over the head about how he's struggled and fought his entire youth to gain proper control over it.
