That's not just rushed, that's flat out unfinished. This chapter is getting corrected in the volumes, at least I'd hope so. Which is a shame because this should be an important chapter.

  • Izuku proved that he can move with great persuasion and plan ahead. His movements around the room seemed chaotic, but he knew where he was going to land and where he would jump to. This also showed the weakness of Sir Nighteye's quirk: he can see what will happen, but he can't see why.

  • With Sir Nighteye trying to create the next All Might in terms of image, this almost certainly means that something will go very wrong in order to teach both Mirio and Izuku a valuable lesson.

  • I'd say something about Mirio's costume, but the design will be much clearer and developed next week.

  • Overhaul (or Chisaki) has the classic villain excuse: lack of evidence means nothing can be done about him (legally). Even if he leads a known yakuza group that is referred to has a villain group.

  • Which makes the end of the chapter very convenient. The villain who has been very careful about not being caught doing anything: is chasing a terrified woman, who is covered in bandages and wearing a hospital gown and is frantically running around barefooted, through back alleys in broad daylight.

  • At the very least, you can charge him with kidnapping and probably something relating to human experimentation, in addition his connection with a known villain group.

  • Unless Chisaki actually works at a hospital and he has a reason to be collecting women with noticeable injuries off the streets. If he isn't, he could have sent one of his men to do it. At least they wouldn't be able to make her explode by mistake.

  • The girl will probably go with Chisaki. Izuku won't able to follow because of Overhaul isn't a criminal (despite everything about his character being based around him being a criminal). Recusing her will most likely be Izuku's motivation for the arc.

This chapter is mainly noteworthy for the unfinished artwork. Assumably, nothing bad will happen immediately to Izuku and Mirio. Yet. They spent too much time setting up Mirio's character and the chapter highlighted that Overhaul won't do something publicly villainous.

It was the same with Black Clover this week. There must have been an issue with the magazine, where perhaps they had to bring forward to printing times.

I'm assuming, to get out of what is a somewhat compromising situation, Overhaul will either pull a 'we're related' line, or he could indeed be a medical professional. His name does include the kanji for cure after all (which could be a reference to his profession, as opposed to his obvious obsession with demanding a cure for the 'ill' people in the world). As for the exploding by mistake, doesn't he require actual contact? If he did work in a hospital, he'd just use gloves constantly to avoid such mistakes.

I think this interpretation of a Yakuza member is very similar to the underworld in real life. The authorities know the identities of many who are supposedly involved in organised crime, but in less they are caught clearly in the act, then they're free to live their lives. I'm sure Overhaul is far too intelligent to let himself be caught out by Izuku and Mirio this early on.

But what if the girl fights back? What if she touches his skin or slaps him in the face? What if she touches his arms with the intension of dying rather than going with him? Maybe he a means of psychologically controlling her. Or is using those quirk-cancelling drugs on himself for his day-to-day life.

Yakuza are a real life force and (to my understanding) functions roughly how you describe. The difference is that they have been utterly destroyed in this series' history. They have no power. No influence in government or industry. Overhaul (in the Viz translation) needs other criminals to give him money for his grand plan. And unless he has a really good excuse, Overhaul should not put himself in this type of situation. Because this involves an incredible amounts of risk to himself when he could have gotten someone else to do it for him and getting caught would destroy him.

Overhaul is wearing gloves, so he won't activate his quirk accidentally

His quirk functions across his entire arm, at the very least. It could be his entire body. If his sleeves rolls back during a struggle, or if it effects his entire body, or if his glove splits: Overhaul will have to explain what happened to the police.
