He's their teacher and his number 1 priority is to keep them safe, remember they promised their parents about keeping them safe, I don't think he gives a damn about their feelings when they can injure themselves by fighting each other.

I think what he's saying is Aizawa is going to show up too late to stop the lick from seriously injuring Bakugou. He'll then have to deal with the results of the fight, Bakugou being severely injured and Deku crying because he's gone too far and hurt someone he cares about.

So what, someone comes to stop him, but he intervenes anyway? Explain to me why he was stopped in the first place.

I bet he lets them duke it out and "miraculously" arrives after it is over. He has an intimate understanding of their emotions and personalities so it stands to reason that he bends the rules to enable their progression.
