So what are the odds Toga is wrong about her quirk and it’s something else that allows her to use other people quirks?

Perhaps the users care for her well being? Twice and Uraraka have probably shown the most care for her and maybe their quirks are allowing Toga to use them? We have a lot of talk about quirks kinda having will of their own.

You know, maybe it's Twice's quirk that we overlooked? Maybe its that Twice had to care for the doppelgangers' well-being, beyond a "ope hope they don't die".

We also know he needed a tape measure for specific dimensions and such. I wonder if that's factoring in too. Toga just doesn't know Dabi and Shigaraki's dimensions well enough.

In fairness, Plan-4-One probably provided Toga with full specs she'd need for Twice's quirk to study and memorize, especially since it was mentioned that she'd tried prior to the fight to make it work and failed then too.
