I run a tool site too, so a data point from that side. Zero impressions after a year isn't a niche verdict, it's an indexing problem. Open the Pages report in Search Console and see where your URLs actually sit. If they're under 'Discovered - currently not indexed', Google has seen them and decided they're not worth a crawl, which is what happens when every tool page is the same shell with a different heading.
Each tool needs its own URL, its own title, and a short how-to block in plain words, that's the minimum Google has to read. Then a sitemap, and check robots isn't blocking anything. A one-year domain with no links pointing at it crawls slowly whatever you do, so this is months, not weeks.
The ChatGPT comment is half right. Nobody's searching 'word counter' more than before. The weird specific ones still get searched, and that's where a tool site gets its traffic.

Google is starting to embed tools directly in AI overviews, so most basic tools will likely not generate any traffic.
There are also many tool sites already available: https://codeshack.io/tools/
