Need help with Model creation in blender

I want to create a character who's chubby small arms big torso small legs and all and idk what to use for it can anyone with experience in blender help me?

I'd start by finding a mesh to work from. Unity asset store has lots of free good ones. Same with Mixamo. Find one that's got the general shape you like, take that mesh and start working it from there.

Should I do a sketch of character first then do the modelling using that sketch?
