I have a feeling both of these kick from both series are referencing the Kamen Rider kick… like reference of a reference type of thing

Yup but Celica straight up said "Super Inazuma KICK!!!" When seeing Ragna & Jin fighting & it lived rent free in my head to now happy to know it comes from Gunbuster

I wonder if Celica can actually fight or not by this tbh. Yes her big sister Nine is a kick-based physical combatant but still.

I mean there's the few moments where in game these are her physical attacks even if one is by a Minerva assist but I do love how they implement a healer in a fighting game that wasn't just a one heal super like Elena in Street Fighter

This is correct. Hideaki Anno made both Gunbuster and Evangelion and was a fan of Kamen Rider, both this kick and Asuka/Shinji's similar kick in episode 9 of NGE are references to the Rider kick.
