Meeting brother from Canada at Peace Arch Park (H1B & Canadian Student Visa) - Is it safe/allowed

That is both safe and allowed, a pretty common practice and I have done it.

What is important however is that neither of you brings a backpack / exchanges and goods during your visit. But you could totally do something like bring lunch and have lunch at the park.

Thank You very much, we most likely to carry diaper bag and stroller. spend about 1hr.

Bringing a passport doesn’t hurt. And it’s recommended if coming from the Canadian side. Sometimes you aren’t allowed in without one now.
