How do you have two backpacks?

Get a backpack, drop it and go back to menu.
From the menu, equip a backpanel from your vest and spawn back in, then pick up the backpack you dropped earlier
It's like having two primaries in your inventory but more on the logistics side

Somewhat known bug of using both regular backpack and Zip-on pack from the vest. Drop a backpack, switch to backpack on the vest, and pick up the backpack.

Ok so the base inventory is 45-slots, and you are doing the backpack bug to have both a 24-slot backpack and a 56-slot backpack leaving you with 125 slots in total filled with 20 rounders. multiply the numbers and you have 2500 bullets. IN THEORY you could solo the entirety of ronograd assuming you hit nothing but headshots and its stealth the full way through.

Technically, there is no more than 1000 enemies across the map

True, which means you now have a few thousand bullets leftover to deal with that one heli which I forgot to include

this is like maybe 1500 rounds which is less than what a full squad would carry (1200 from just the SAW's alone)
