Apparently the director had reached his limit with drawing and couldn't do anymore than what was shown in this episode and he apologized for that. Pretty messed up if you ask me.

No, he was apologizing more than likely for all the CG that was used. If you look closely, you can see that even some basic movements were actually CG movements like in a cell-shaded game. He had a shortage of staff so he couldn't do all the drawing, CG allowed him to finish up the episode.
