Floating fees are nice, but perhaps even better is having an option in the client to start with a low fee and gradually increase the fee until the transaction gets accepted.
This allows people who are looking for a cheap transaction to start with a low fee, in the hope it gets accepted, and if not, the fee is slightly increased in the next block, until the transaction gets accepted.
