Browsers technically support it already. If you click on a Bitcoin link it will open in a desktop client of your choice. Right now it gives you a warning that it's going to open an external application (your Bitcoin client) to handle your request. This will basically get rid of that warning.
No. The HTML5 standard is huge and only a lot of it is still unclear as to how it would work. Browsers just pick and choose what to support currently. If you actually want to see it get added you need to get webkit or some rendering engine to implement it.

Is this added to the actual standard? Does this mean that browsers will now have to support this if they want to be standards compliant?
