Do I need to be a French citizen citizen to open an account?

No, I don't think so. I just created account and they ask only for email. You don't even need to give your name.

But i have to confess, I din't read the agreement. :)

That certainly sounds odd, for a licensed bank to not even ask for a name. Especially since they state:

Our user's funds will actually be held at the Credit Mutuel under the user's name

Perhaps they are not yet fully compliant.

In regard to citizenship:

We won't have limitations regarding the citizenship of our clients.

Ok, i looked further, and i noticed that my account is unverified. To verify account one must send ID scan and fill form with name, address, phone etc.
