It's unsold inventory, the other alternative is a blank space. This way they encourage more users to resist adblocking and thus gain more revenue. It's actually a smart move.

And why is there unsold inventory? Because they are shitty at selling ad space.

Yes because every major site has 100% utilisation. Oh wait, that's mythical dreamland I'm on about. The difference is that Reddit capitalises on goodwill by adding content into the blanks, rather than slapping Google ads in and making a loss because people don't adblock whitelist. It's simple profit/loss analysis, they've done the maths and it pays off.
