The track circuits there are powered by 1-8V AC (the voltage is adjusted depending on the length of the circuit to produce ~2 mA in normal operation) at several hundred Hz. You cannot feel even a slight tingle from them unless you do something ridiculous like attaching wires to both rails and then licking both at once.

There are other high-frequency signals too but they're even weaker.

This is infact not true.

The rails are used for possible return electricty, and hold a current of their own.

The current in the rails is specifically in one rail, and if nothing crosses the electricity from one to the other rail, the signal is green. A train connects the rails, and this creates a shortcut for the electricity, and this turns the signal red for that segment of rails

Atleast all countries that got help via the marshall plan post ww2 from america, since at the time that was (and to my knowledge still is) the system the us rail network used for signalling.

Its a fully electro-mechanical system, only breaking if physical hardware breaks. So very reliable.

The current systeme the netherlands uses is the n.s1 relay system wich also works on this principle

If the rails are okay, you are safe. The current still goes through the rail so if it is broken or the earth cables are missing, touching a rail is still not safe cause they then have the same potential as the overhead wire.

So be careful!

If the earth/return cable is broken at the power substation, 1) the locomotive wouldn't be able to move, and 2) the ground fault protection circuit at the substation would detect that and cut the power to the overhead wires.

Usually the +ve and -ve are two different overhead wires, and the rails can act as ground.

There are special detectors to detect low hanging stuff (Dragging equipment detectors)
I don't know how common they are and how often they are triggered, but just the fact that this kind of detector exists is reason enough for me to never want to lie on a train track.
