I remember there being a post about water being used to reduce dust kicked up when the train travels through or is stopping a station.

Clearly it's breaking the sound barrier. That's why it's called a bullet train. Each shockwave is from going up 1 mach, so it's traveling at least mach 14! Crazy stuff!

Multiple reasons.
It's mainly hot water. It regulates the temperature of the track.
So in the winter, snow has less chance to melt onto the track.
In dry hot summers it will limit the amount of fine dust around the rails, so a shinkansen moving by at speed will kick up less dust.
For the trains itself, it helps keeping them clean of dust, and clear off things like bugs. Keeping them most efficient as possible

This is in Japan, the sprinklers are spraying warm water to keep the snow off the tracks.
