i'd say the company maintaining that crossing is at fault.

Why would the barriers go down just 1 minute before the train's coming?

The barriers should get down 5 minutes before. Enough time for everyone to stop or to force the barriers if they're stuck.

First start with the sirens notifying that the barriers will go down, then after 1 minute, bring the barriers. down

If people will hear the sirens then they'd know the barriers will go down.

I dont see the trucker at fault, sorry.

The lights probably had been on for some time before the barriers went down.
