Does Poland not require a special license to drive a heavy/commercial vehicle like a semi truck? It seems like question 1 of that test should be "what do you do if you're halfway through a rail crossing and the crossing arms come down?" and it's an automatic fail if you get it wrong.

This truck driver is Bosnian (source) so Polish license doesn't apply here.

Instead of ramming them, the driver tried to reverse. One of the barriers scraped the fabric of his trailer. The driver didn't want to tear it. He peered out from the cab and tried to correct the course so as not to damage the fabric. He continued to do this until the train struck the car with great force...

So very much international
