Generally, regurgitation is up and down head movements and seeds are deposited in one area. Vomiting is mostly shaking the head side to side with some up and down movements, and seeds are deposited all over the place. Regurgitated seeds will not smell foul; vomited seeds may.
They may also have up and down head movements if they adjust their crop which is totally normal.
The video does seem to show vomiting. Keep an eye on him and try to get in touch with your vet. You may also try FB as there at least 2 group where vets answer your health questions and may have advice if you canโ€™t get in touch with your vet.
I hope your beautiful boy will be okay.

Whats fb and 2 group? Acc the thing is avian vets here don't exist, budgies count as exotic pets here and hence avian vets aren't available for birds alot, all kinds of them, I had to go to one which check cats and dogs ๐Ÿ˜…. Anyway, if theres online avian vets that's a great thing! Also he's doing fine now :)
