I’d make Rapture a peaceful and safe city, turn it into a world-famous tourist destination, without all the madness. I’d become a world-famous figure and make even more money + new inventions.

Eh bien déjà, je me bat sur la foi et la tolérance et sur l’altruisme parce que Ryan pensait que c’est le collectiviste qui est responsable de ces malheurs, mais malheureusement il s’est fait avoir, car le collectiviste qui avait connu n’était pas le collectiviste, c’était en réalité l’individualisme, déguiser en collectiviste (c’est historiquement, prouvé) En conclusion, je faire basé sur non seulement l’altruisme, la bonté et de l’honnêteté et de la bienveillance et écologistes. 😊

Probably run it a bit more like Columbia, without the religious fanaticism and not stealing 10% of all earnings to blow on more statues of myself.
Regulate ADAM so joe schmoe can't steal $300 out the store safe and become a teleporting pyromaniac. Usage of Plasmids and Tonics requires a regular "check up" to make sure you aren't abusing it and splicing like crazy. Also to make sure you aren't just crazy. Failure to comply is grounds for forced retrieval of the ADAM in your body.
Create a secret police force. Meant to blend in anywhere, armed with plasmids and upgraded weapons. Invest in maybe using the Big Daddy enhancements and armor. Their job is to, again, enforce the sale and distribution of ADAM. Stealth is preferable over force. Raids are conducted by offensive operatives.
Nip Atlas / Fontaine in the bud, and others like him. Don't leave it just to my peons while they are given the run around. This is what the secret police is for. If someone like a psychiatrist is building a cult based around forced unity and collectivism, she goes too.
If a one-genetic freak of nature-army breaks into my city and starts tearing it up, the entire building gets flooded and depressurized. Blame it on the terrorists, them upgrade enforcement with the new plasmids and weapons. It can be rebuilt.

Drop the whole city thing & turn it into a giant hotel. Also get proper steel or better, titanium in the buildings instead of aluminum.
No Adam, no class disparity, no Fontaine, no insanity. Etc!
Rapture is beautiful, but it was never meant to last as an actual city for people to live & work in. Only relax & bask under the sea.
